Stairway to Nowhere

A few hundred yards down my street is a stairway which goes . . . nowhere.

A neighbor has subdivided their land on a steep hill and is selling lots on the top and lots at the bottom, and has built a stairway connecting the two.

But so far, it is just an empty hill with a stairway which goes nowhere.
